Why not go to the local Chem Lab, I'm sure a high school or Jr. College would welcome the challenge, and see what they can determine.  Otherwise I would go to the police with a sample and see if they would give you a reading.  I'd make sure I didn't have to divulge the students name up front so if your concerns are not well founded you haven't incriminated and Innocent student.
