Dave,
More than likely, the campers were protesters. Quite often that's where
they setup when they come to the NTS to protest a subcritical test or
some other activity out there.
An alternative observing spot is the horse corral on Kyle Canyon Road
just before you get into the curves. It's closer and still dark enough
to observe meteors.
